Land Reforms in Pre-Independence India

The leading cause of the land reforms in India is the land revenue . The system of taxation or state rent developed first by Hindu rulers, adopted and centrally organized by the Mughals, and finally elaborated by the British.  Prior to the British rule, the Indian villages enjoyed the status of mini republics. Each of the Indian villages was self-sufficient in every means i.e., production of food grains, administration, social and economic. Dynasty after dynasty changed but the agrarian structure of the villages was not changed and could not destroy the village system and agrarian structure of India. Land Reforms in Post-Indipendence India

After the Independence the real test for the introduction of land reforms in India was faced at the time of drafting of the constitution itself. For this purpose a committee called " The Congress Agrarian Reforms Committee" has been formed under the chairmanship of J.C.Kumarappa was constituted by the Indian Parliament. The committee submitted its report in 1949, known as "Kumarappa Committee Report ", recommending the following reforms in Indian agrarian system: Abolition of intermediaries Tenancy reforms Ceiling on land holdings and distribution of surplus land Consolidation of small holdings.
